Donors and the Global Fund

Ireland has been a very strong supporter of the Global Fund since its very beginnings in 2002. 

Comment from Irish Aid on Ireland's support to the Global Fund, 23, August 2011:

“Ireland has been a very strong supporter of the Global Fund since its very beginnings in 2002. We have contributed about € 124 million in total, making us one of its biggest donors per capita, and are currently paying approximately €9 million per annum.  Ireland remains unchanged in terms of its position on funding the Global Fund this year in that we remain convinced by the impressive results that the Fund is achieving in terms of mortality and morbidity averted, but will as always need to be assured that financial controls are adequate before disbursing. Normally this only entails discussions at the May Board meeting on three documents/reports: The Report of the Inspector General; The Response of the Secretariat to (Recommendations in) the Report of the Inspector General; The Report of the Finance and Audit Committee. However, this year the Board decided that a High Level Independent Panel would undertake a review of the financial control system in place in the Global Fund and its recipients, with a final report due in September.  The outcome of the High Level Independent Panel Review as well as endorsement at the ensuing September Board Meeting of a plan for responding to its recommendations and strengthening control mechanisms will determine a similar level contribution this year.”

Several donors to the Global Fund to Fight AIDS, Tuberculosis and Malaria continue to hold back their contributions for this year. Some have yet to make pledges; others have frozen disbursements pending the outcomes of two ongoing reviews of corruption. The result is that resources available to the Global Fund for 2011 remain US$0·5 billion short of what the Fund was expecting for this year. To read full article click here.
